The Eastside Pioneers Neighborhood Association (ESPNA) was informed Wednesday afternoon that the property at 1103 E Center St has been declared a Chemical Investigation Site / Public Health Nuisance. This action was based on evidence provided by law enforcement authorities that the property was the site of a clandestine drug lab for the production of methamphetamine, an illegal substance. The affected portions of the property are: Apartment 1 on the first floor of the building. a clandestine drug lab (CDL) was discovered by law enforcement on 1/28/14.
The ESPNA was also informed that in accordance with the Olmsted County Cleanup of Clandestine Drug Lab Sites Ordinance states that the parties listed below must be informed about this situation:
2.33 The public health authority shall also provide information about the Chemical Investigation Site Public Health Nuisance declaration and potential hazard(s) to the following concerned parties:
a) Occupants of the affected structure;
b) Neighbors in proximity that can be reasonably affected by the conditions found;
c) The local municipal clerk;
d) Local law enforcement;
e) Other state and local authorities, such as the Minnesota Pollution Control Agency and Minnesota Department of Health, that may have public and environmental protection responsibilities applicable to the situation.
This alert is to notify the neighbors in close proximity to 1103 East Center of the discovery of the clandestine drug lab (CDL) at this residence and the subsequent Chemical Investigation Site / Public Health Nuisance declaration. Flyers were distributed this morning notifying neighbors in close proximity to 1103 East Center St. of the CDL and the declaration.
